Case Studies and Impact Assessments

Brion & Associates is often asked to prepare unique and unusual studies. Clients come to us for resolution of challenging research and policy questions which cannot be addressed by standard approaches or models. Some of these questions include: “What is the impact of traffic congestion on property values”? “Will a new animal control facility impact property values”? and “What is the relationship between retail demand and transit-oriented development”? The following represents two examples of studies we recently prepared in this area.


Property Value Analysis, Case Studies, and Literature Review for the Peninsula Humane Society’s Proposed Center for Compassion Project, City of Burlingame, California

The Peninsula Humane Society (PHS) retained Brion & Associates to prepare an analysis of its proposed new Center for Compassion on the Rollins Road industrial area of Burlingame. Nearby property owners questioned whether the proposed project would have an impact on their property values. The city and PHS requested our help in addressing this issue. Brion & Associates prepared a case study analysis of several animal control and humane society projects in similar industrial settings in California. We also reviewed the literature on the issue and prepared an assessment of how property values might change if the project stimulated other redevelopment in the area. The analysis and study found no reason to expect that the proposed project would negatively impact property values and in fact found that values might increase in the surrounding area, given that no new development had occurred for several years. The new technology used in animal control facilities mitigates noise and odors completely. The architectural design of the structures is also esthetically pleasing.
