Urban EconomicsFiscal Impact Analysis and Mitigation
Fiscal analysis can be conducted on a static or annual basis and focus on either the general fund of a city or all city funds. Counties operate in a different fiscal environment than cities as they provide the bulk of State and federally mandated programs related to public health and welfare and the justice system. The State of California continues to change the fiscal conditions of cities as it looks for more complex ways to extract revenue from cities to pay for State mandated costs, such as education. More cities recognize the need to be proactive when considering new development and to determine if new development is fiscally sound. These issues are important to consider whether regarding one individual project or a new general plan for an entire city. Brion & Associates has prepared dozens of fiscal impact studies and prepared numerous assessments of proposed projects. We also help developers and cities develop fiscal mitigation through a variety of mechanisms including community facilities districts. River Islands Fiscal Impact Analysis and CFD Assessment Feasibility Study, City of Lathrop, California Brion & Associates prepared a detailed fiscal impact analysis of the proposed River Islands master planned community in Lathrop, California. The first phase of the study analyzed the fiscal impacts of the proposed 11,000-unit project with about 5 million square feet of commercial space on the city’s operating budget by phase of development. The purpose of this analysis was to determine any fiscal shortfalls which needed to be funded through the project’s Community Facilities District (CFD) and establish the upper end of the annual assessment for services levied on new development within the project. The second phase of the project will include developing a detailed annual CFD budget for required services funded through the CFD. Brion & Associates worked closely with the City’s financial consultant for this effort.
