Child Care & Public Policy
Child care is considered a quasi-public service by many cities and counties in California, in that child care businesses seldom generate sufficient profit to fund facilities or expansions. Local governments increasingly recognize quality child care as a key component of a community’s quality of life and a major economic development issue. Employers are realizing that good, reliable child care services are a necessary prerequisite for attracting and retaining workers.
