Child Care Public Finance

Brion & Associates has prepared several child care impact fee nexus studies. Two of the studies have been adopted in South San Francisco and Palm Desert. Two more -- for Alameda County and the City and County of San Francisco -- are in draft form. South San Francisco is one of the first cities in California to adopt a child care impact fee that adheres to the requirements of the Mitigation Fee Act, or what is still commonly referred to as AB1600, after its sponsoring legislation.

Brion & Associates was selected by the City of South San Francisco to prepare a Child Care Impact Fee Nexus Study, establishing a development impact fee program (based on the requirements of the Mitigation Fee Act) to provide child care facilities in the city. Brion & Associates examined the implications of an impact fee targeted at increasing the supply of child care through the funding of new facilities and/or the renovation/expansion of existing facilities.

The City Planning Commission and City Council unanimously approved the child care impact fee in 2001. Brion & Associates then assisted the city in implementing the new program, including developing an innovative new grant program for family child care home providers in conjunction with the San Mateo Child Care Coordinating Council. The City of South San Francisco’s new impact fee program was honored with the Gold Award for systems that support children by the Peninsula Partnership for Children, Youth and Families.
