Child Care & Public PolicyChild Care PolicyChild Care Policy work is focused on assisting cities, counties, public agencies and community groups in evaluating potential public policies and strategies that will support child care in a variety of ways, including physical development of new child care facilities. Profile of Child Care Needs in Contra Costa County 2006-2015, Preschool Makes a Difference Data Analysis, and Contra Costa County Child Care Needs Assessment-2006 First 5 Contra Costa Children and Families Commission, the Contra Costa County Office of Education, and the Contra Costa Child Care Council retained Brion & Associates along with Local Investment in Child Care (LINCC ) to prepare a comprehensive study and analysis of data concerning children and families in Contra Costa County. This study was part of the broader child care needs assessment update and strategic plan the Local Planning Council for Child Care and Development (through the County Office of Education) and the Preschool Makes a Difference effort for First 5. As a result, the County pulled together a committee with various agency child care staff to oversee and coordinate the data collection efforts for this project. The data is used by and is of benefit to the entire child care community in Contra Costa County. Data was presented at the county and city level, and also several unincorporated areas. The Study was organized into the following major sections:
Each of these five sections contains numerous data items relating to children, families, and child care. The first section is the largest of the five. It includes demographic data on children and families as of the year 2000, forecasts of growth in the County, and estimates of the supply and demand for child care by age and location at 2006, 2010 and 2015. Where possible, data are presented by age and location. Highlights of the study include: 1) City Summaries, which include 3 page summaries of all key data for each of the County’s cities and major unincorporated areas; and 2) GIS Maps of child dare data, which include 18 summary maps of the major data collected and developed for this effort. Executive Summary Trifold Brocure Child Care and Housing Linkage Research Study, Working with the County of San Mateo and the Child Care Coordinating Council, Inc. of San Mateo County, Brion & Associates, as prime consultant with the support of Vernazza Wolfe Associates, Inc. prepared a comprehensive assessment of policies and programs that would help link the provision of child care facilities with housing development. The study evaluated 16 potential policies and programs with a detailed description and history of each, along with an assessment of its particular strengths and weaknesses and an examination of its specific usefulness in San Mateo County. The study also included the first comprehensive overview of the supply and demand of child care spaces compared to existing and projected population growth by city and for the county as a whole. Six case studies of housing development with child care facilities were presented, including four affordable projects and two market-rate projects. The study concluded with a series of recommendations as to which policies would most directly support child care needs and efforts. The study was presented at the first countywide Children’s Summit in September 2003, sponsored by Assemblyman Gene Mullins.
